此棟建築最大的特色為ㄇ字型巨大帷幕玻璃非常有特色，是全日本最先端的科技通信中心。在21樓的展望台有「預覽大日本國21世紀」的展望台，是CATV及 MXTV東京大都會電視台，亦是國際網路日本本部。此處有10台免費望遠鏡可遠望橫檳的高層大樓以及整個東京灣景緻，是欣賞東京灣夜景最佳選擇。
